Nigeria, being one of the most common undeveloped countries has resulted into economic downturn, poverty and degradation of citizens to subjects. There was no good synergy between Nigeria's foreign policy engagements such as international peacekeeping opersations and its pathway for Africa and the domestic environment, which Nigeria has been experiencing inconsistent economic cycles (poverty --> boom --> decline). There was no signs of re-establishment of an economy, which also resulted in low savings and investments. Nigerian Institute of International Affairs (NILA) conference believed it is crucial to build a synergy between its foreign policy and domestic environment in order to address the economic issues and the restoration of true citizenship. They wanted the government to strengthen the educational system.
